HOKKAIDO — Lt. Governor Shan Tsutsui traveled to Japan to further strengthen relations with Hokkaido in anticipation of the signing of a sister-state agreement in Kona this May.  He met with several officials, including Hokkaido Governor Harumi Takahashi as well as attended several events representing Hawaii, including the FM North Wave Aloha Winter Festival.
